2010
- 18.02.2010: Gov. Akpabio signs the 2010 appropriation bill into law at the exco chambers with yours truly in attendance.
- 16.02.2010: After a painstaking exercise, the committee completes its job and submits its well evaluated report to the house on tuesday 16th february. This report is so detailed covering its entire scope of work, review of 2009 budget performance and the committees adjustments to the 2010 budget estimate.
The committee increased the budget proposal as submitted to the AKHA by the Governor, by 3.55%[9.4 billion naira] thereby the new budget size for 2010 is about 298 billion naira.
This 40-page report is extensively debated by the house and accepted thus the state bidget for 2010 is passed same tuesday, 16th february, 2010.
The interesting issue with this budget is the zeal of the present administration to develop the state. This is clearly seen in the 81% component of capital expenditure outlay as against 19% recurrent expenditure outlay in the budget. This is unprecedented and our state is the first in the country. - 12.01.2010: AKHA committee on appropriation and finance commences work on the state budget proposal. The committee recieves briefs in defence of proposals from all the ministries and agencies captured in the budget. The committee goes on project inspection to verify project status and thus justify reasons for further appropriation of funds to them. This visit cover sites like roads,the tropicana hotel, airport, e-library, banquet hall and Ibom Power Plant, to mention but a few.
- 02.01.2010: Gov. Akpabio led us all to a solemn assembly at Ibom Hall grounds organized in conjunction with the state chapter of the Christian Association of Nigeria, with a theme, "ACHIEVING THE IMPOSSIBLE WITH THE AVAILABLE". Prayers were offered handing over the state and its affairs in 2010 to God. Gov. Akpabio in total reverance to God knelt down and prayed that God take charge of our state throughout this year. Brothers and sisters, it was awesome. The atmosphere was charged with God's awesome presence and we left fulfilled that our prayers had been accepted. We are certain that God will see us through this year with successes, development and upliftment yet imagined but attained.
2009
- 16.10.2009: Governor Akpabio to present 2010 appropriation bill to AKHA.
- 24.12.2009: Hon. Ikon commences ward consultations with constituents and xmas visits.
- 22.12.2009: Hon. Sam Ikon briefed Etinan Traditional Rulers Council comprising all village heads in the constituency on his stewardship so far and presents xmas gifts to the royal fathers.
- 16.10.2009: AKHA C'tee on Appropriation and Finance carries out oversight duties at the Ministry of Finance. The c'tee members, led by the chairman, Hon. Samuel Ikon, appraised the implementation of the 2009 budget as well as the policy thrust adherance level and were totally satisfied at the outcome. The c'tee chairman commended the Governor, Finance commissioner and the entire exco for strict compliance to the provisions of the budget. The 84% capital and 16% recurrent expenditure provision was commended as a big leap in the drive of this administration to touch the lives of its citizenry positively.
- 11.10.2009: Church dedication/thanksgiving service of Godswill Samuel Ikon, the 3rd son of Hon. Samuel Ikon, at The Apostolic Church, Mbioto II. The occassion had in attendance: The Executive Governor of Akwa Ibom State, Chief Godswill Akpabio and his Deputy, Honourable Members of the AKHA, The State Chief Judge, The State PDP Party Chairman, and all party officials and stalwarts, The SSG and Exco Members, The Clergy as well as various political groups, etc. Photos are available.
- 11.10.2009: Hon. Samuel Ikon donates a water project to his village, the same day he dedicated his son.
- 10.10.2009: The Ibibio Union recieved the Governor, Chief Godswill Akpabio, at the Asan Ibibio and endorsed him to return in 2011 as Governor of Akwa Ibom State.
- 19.09.2009: Hon. Samuel Ikon was at the Selby center at Selsby, UK for the fund raiser of the ASIAN IBAN AKWA IBOM UK AND IRELAND, in support of charities in Akwa Ibom State. Hon. Samuel Ikon was Chairman of the occassion.

15.09.2009: The Akwa Ibom House of Assembly passes 2 bills into law:
- Repeal of the law establishing the College of Agriculture at Obio Akpa in Oruk Anam LGA.
- A bill for a law to establish a state university was passed into law while repealing the previous law.
- 10.09.2009: Hon. Samuel Ikon visits the Akwa Ibom Airport site. He led Appropriation/Finance Committee on an inspection of the airport as their oversight function in order to find justification for further appropriation of funds for it in the 2009 supplementary budget.
- 08.09.2009: Akwa Ibom House of Assembly Appropriation/Finance Committee submitted its report on the 2009 supplementary appropriation bill to the house. The report was lauded and accepted by the members who then passed the bill into Law after its 3rd reading.
- 07.09.2009: Appropriation/Finance Committee continues work on the 2009 Supplementary Budget.
- 04.09.2009: Public hearing of Ad-hoc Committee investigating the Akwa Ibom Science Park project.
- 03.09.2009: Appropriation/Finance Committee commences work on the 2009 Supplementary Bill.
- 01.09.2009: 2009 Supplementary Appropriation Bill and the Akwa Ibom State University bill was presented to the Akwa Ibom House of Assembly and has passed the 1st and 2nd reading now, at the Appropriation/Finance and Education committees for consideration.

- 30.07.2009: Hon. Samuel Ikon meets with Mr. Leo Mazzone, pitching coach of the Atlanta Braves (Baseball team) in Atlanta, USA. Check out some photos of the event.
- 19.07.2009: Hon. Samuel Ikon wishes to inform all Etinan indigenes attending the Akwa Ibom convention in Detroit, USA that he will be there from August 14, 2009 to August 16, 2009. Consequently, it will be his pleasure to meet with them in furtherance of efforts to attract development and investments to Etinan state constituency. - 10.07.2009: Courtesy call on Hon. Samuel Ikon by the 11 PDP ward Women Leaders led by the PDP chapter Women Leader where my efforts so far were appreciated. Mothers also offered prayers to God for protection, knowledge, wisdom and strength upon me to enable me continue the good works to my people.
- 09.07.2009: Closing events of the Hon. Samuel Ikon free Aptitude Test Preparatory Classes. Over 300 students of Etinan LGA availed themselves of this opportunity.
- 03.07.2009: Courtesy call on Hon. Samuel Ikon by Iman Ibom Peoples Forum, at the constituency office, Etinan.
- 18.06.2009: The Akwa Ibom House of Assembly proceeded on recess to reconvene on Tuesday, 25.08.2009.
- 18.06.2009: The Akwa Ibom House of Assembly sequel to an executive bill, recieved and read for the first and second, then committed same to the house committee on agriculture, a law to repeal the Akwa Ibom State College of Agriculture law of 2000.
- 18.06.2009: The Akwa Ibom House of Assembly passed into law, a bill for a law to ammend the Local Government (administration) law of 2007 and for other matters connected therewith.
- 17.06.2009: The Akwa Ibom House of Assembly screened and confirmed 6 nominees from the Governor for appointment as commissioners and special advisers.
- 15.06.2009: Hon. Samuel Ikon will be in the US from 15.06.09 to 28.06.09 and will be glad to meet with any of his constituents that may need clarifications on any information regarding Etinan constituency.

- 05.06.2009: The Akwa Ibom House of Assembly will proceed on its annual vacation as this date marks 2 years for us in office.
- 02.06.2009: National Association of Etinan Students Worldwide paid a courtesy call on me at my assembly office,commending my efforts at positively transforming Iman ibom thro my various programs then conferred on me the honour of being their patron.
- 02.06.2009: The ad-hoc cmtee to look into the science park project was inaugurated by the Akwa Ibom House of Assembly Speaker at the conference room of Akwa Ibom House of Assembly with yours truly in attendance.
- 02.06.2009: Akwa Ibom House of Assembly passes a vote of confidence on the Governor impressed with all he is doing in the state n urged him not to rest on his oars.
- 27.05.2009: Akwa Ibom House of Assembly sets up a 9-member committee to look at reasons for the poor execution of the Ibom Science Park project which should assist Akwa Ibom State's economy considerably. Hon. Samuel Ikon is a member of that Ad-hoc committee.
- 23.05.2009: Hon. Samuel Ikon attends the wedding of Etinan L.G.A. Vice Chairman, Hon. Afia.
- 14.05.2009: His Excellency, Governor Godswill Akpabio, signed the bill prohibiting kidnapping into law. Also signed into law were the bills on Local Government Joint Account Law and Community Development Law which seeks to create counterpart funds for government to meet its obligations with foreign donor agencies.
- 12.05.2009: Akwa Ibom House of Assembly passed the bill prohibiting kidnapping, possession of fire arms, explosives and other related matters into law. This law prescribes death penalty for any kidnapper. 21 years imprisonment for anyone aiding in kidnap or aiding a kidnapper to escape or anyone who uses the phone by text or call to threaten anyone. Hon. Sam Ikon moved the motion for the bill to be passed into Law.
- 11.05.2009: The Akwa Ibom State House of Assembly will be dealing with a bill to impose capital purnishment on kidnappers
- 06.05.2009: As chairman of the House Committe on Appropriation and Finance, Hon. Samuel Ikon concludes a training workshop (08.05.2009) of the same committee in the 31 Local Government Areas of Akwa Ibom State aimed at sharpening their understanding of their roles and job schedule. It was a major success.
- 04.05.2009: Akwa Ibom State House of Assembly repeals the 2005 Local Government Joint Account Bill and passes a new one to effectively regulate transparency and the sharing of funds at the 3rd tier of government
- 29.03.2009: Hon. Samuel Ikon is honoured with award for "Outstanding Contribution to Grassroot Development in the South-South" amongst legislators at the 2009 Encomiums Political Leadership Award held at planet one in Lagos.
2008
- 27.12.2008: Hon. Samuel Ikon "Best Legislator" award in the Akwa Ibom State House of Assembly
- 22.12.2008: Empowerment program in Etinan. Hon. Samuel Ikon gave out cash to 125 women and 11 men. Also, 105 men and women, drawn from the 64 villages of Etinan Local Government Area, were given 35 barbing sets, sewing machines, hair dryers, deep freezers, and wheel chairs in order to help them establish small businesses. The occassion was witnessed by the Etinan LGA chairman, PDP Uyo senatorial district chairman and the Akwa Ibom State PDP Chairman, Hon Uwem Ita Etuk, amongst many others.
- 02.04.2008: Hon. Samuel Ikon participated in a workshop "Principles and Practice of Budget Analysis" for Appropriation Committee members
- 02.04.2008: Hon. Samuel Ikon is on an inspection tour of the Ibom Science Park. With him are members of the Appropriation and Finance Committee.
- 27.03.2008: Hon. Samuel Ikon participated in a training workshop on the Principles and Practice of Budgets Analysis.
- 22.03.2008: Hon. Samuel Ikon presented the Akwa ibom State budget to the Executive Governor of the State His Excellency Barr. Godswill Akpabio.
- 16.03.2008: Hon. Samuel Ikon is on an inspection tour of the Ibom Airport Project. With him are members of the Appropriation and Finance Committee.
- 14.03.2008: Hon. Samuel Ikon pays a visit to Le Meridien Ibom Golf Course as part of his fact finding mission on the lever of work done by contractors.
- 28.02.2008: Hon. Samuel Ikon Chairman Appropriation and Finance Committee carrys out an inspection visit to the Akwa Ibom University of Technology (AKUTECH) site Mkpat Enin.
- 15.02.2008: Hon. Sam Ikon and other members of the Appropriation and Finance Committee were on an inspection visit to the Akwa Ibom Independent Power Plant (IPP) Ikot Abasi.
- 14.01.2008: From Monday 14th January 2008, State Ministries will start appearing before the Appropriation and Finance Committee to defend their 2008 budget.
- 13.01.2008: This week, the Honourable Member toured the 11 wards and presented Christmas packages to his constituents.
